Funding without capture.
Investment can fund evaluation, productisation, and delivery. It does not buy unilateral authority over either research programme, private operational access, or the removal of constitutional and welfare constraints.
Public materials describe outcomes, evidence, boundaries, and broad architecture. Sensitive implementation detail belongs in staged, purpose-limited diligence after an initial fit conversation.
